We have exciting news for our patrons! Beginning on September 1, 2026, all Kanshare Libraries will be FINE FREE on youth books! Youth books include the following collections:
- Board Books
- Beginner Readers
- Picture Books
- Juvenile Fiction, Non-Fiction, and Graphic Novels
- Young Adult Fiction, Non-Fiction, and Graphic Novels
Currently, the Fine-Free policy does not apply to any media item, including books-on-CD, Playaways, Wonderbooks, DVDs, or music CDs.
Frequently Asked Questions about Fine Free Items
Does “fine-free” mean I don’t have to return the books?
No. Due dates still apply, and items must be returned so other patrons can read them. Fine-free means you won’t be charged a daily penalty fee if an item is returned past its due date.
Will I still receive overdue reminders?
Yes. You will continue to receive courtesy notices via email and text reminding you to return or renew your materials.
Is there a limit on how long I can keep a book?
Yes. Standard loan periods and renewal limits remain the same.
What happens if a book is lost or returned damaged?
The fine-free policy only applies to overdue penalties. Patrons are still responsible for replacement costs if an item is lost, never returned, or returned damaged beyond repair.
What happens to my existing overdue fines on youth books?
Derby Public Library will clear pre-existing overdue fines on youth books when patrons visit the library, similar to how Amnesty Month is conducted. If you have overdue fines on youth books, please visit the library on or after September 1st and speak with a staff member at the front desk.
Won’t people just keep books forever now?
Studies from other libraries show that fine-free policies do not increase late returns. In fact, many libraries report higher return rates because patrons no longer avoid returning late items out of fear of fines.
How does the library replace the lost revenue from fines?
Fines typically make up a tiny fraction of a library’s operating budget, and the staff time spent collecting small fees often costs more than the revenue generated.
Why does the fine-free policy only apply to youth books?
Currently the fine-free policy applies only to youth books, but we hope to extend the policy to other collections in the future.
